T'puram: The Tenth Pay Revision Commission headed by Justice CN Ramachandran Nair handed over the second part of its report to Chief Minister Oommen Chandy on Thursday. The commission has recommended to reduce the holidays of employees from 25 to 15 and to allot 10 restricted holidays. Qualification and merit of the employees should be the criteria for promotion, the report recommends. Another recommendation is to create a performance report of the employees every month and to make the punching system efficient. "The superior officers should evaluate the work of employees. Government vehicles should be used by the respective department heads only," said the report.
