The case against VHP leader Pravin Togadia for his incendiary speech in Kozhikode on July 8, 2003 was quashed by the court as the government failed to file charge sheet in the case, documents prove. It was in 2012 that the charge sheet in the case was filed and this delay has made the court to quash the case. Four governments during this period took a lackadaisical attitude in initiating action against Togadia and other for their provocative speech soon after the Marad riots in Muthalakkulam Maidan at Kozhikode.
